SITUATION BRIEF

Alexeyevka, Belgorod Oblast | April 2025

By mid-April 2025, the rural town of Alexeyevka had once again become a quiet fault line in Russia’s internal security landscape. The town had previously seen unrest sparked by the Free Alexeyevka People (F.A.P.), a local movement claiming long-standing oppression and mistreatment by state authorities.

Belgorod Oblast has long held strategic importance, serving as a staging, training, and logistics hub for Russian forces since before the launch of the Special Military Operation in February 2022. Troops routinely rotated through Alexeyevka, using the town’s infrastructure and amenities, placing the community in close proximity to military activity.

Supporters of F.A.P. were accused of committing treasonous acts against Russian personnel stationed in or passing through the town. Intelligence assessments suggest the group received funding and equipment from Western sources prior to launching coordinated actions in April 2025.

An initially delayed government response allowed tensions to escalate, resulting in multiple casualties. Order was eventually restored when large elements of the Federal Security Service (FSB) were deployed to take direct control of the situation. While the operation formally concluded, several key persons of interest are believed to have evaded capture, possibly extracted by foreign intelligence services.

Current Standing

FSB units have since withdrawn to Moscow, and regular troop rotations through Alexeyevka have resumed. To prevent renewed unrest, a reinforced Politsiya presence has been established, tasked with rapid response and continuous monitoring.

On the surface, Alexeyevka has returned to stability—a functioning rural town with active shops, cafés, and a resilient community. Yet beneath the calm, unease lingers. In recent weeks, F.A.P. propaganda has quietly reappeared in the windows of select businesses, and most concerning of all, the group’s flag has once again been raised—and as before, flying openly from a pole outside the old Gulag.

The town is calm, but watchful. And the story, it seems, is not yet over.
